Proclamation No. 597, signed by Executive Secretary Lucas Bersamin, mandates the Department of Social Welfare and Development (DSWD) through the National Council on Disability Affairs (NCDA) to lead the week-long event. The proclamation urges all government agencies, state universities, local government units, non-government organizations, and the private sector to actively participate in promoting, protecting, and ensuring the rights and dignity of persons with disabilities.
